Padang (26 / 08): The Government of Indonesia held a Concept Development Conference and Initial Planning Conference (CDC – IPC) of Mentawai Megathrust Tsunami Exercise in the city of Padang, West Sumatra, on 26 to 30 August 2013. The conference is a series of activities of the Disaster Management Training in the anticipation of Mentawai megathrust Tsunami with the theme “Strengthening Collaboration and Partnership in Disaster Response to Build A Resilient Region “.
Megathrust Mentawai is one of the four main areas at high risk and the potential for Tsunami disaster. Therefore, West Sumatra Indonesia is chosen as the location for the delivery of joint disaster management exercise because this area is one of the disaster-prone areas, especially earthquake and tsunami, proofed by the large earthquake events in the past. The Selection of West Sumatra also be relevant in considering the scientific predictions stating that this province has the potential to experience an earthquake measuring up to 8.9 on the Richter scale in the future. If the estimate actually happened, an earthquake can cause a tsunami on the coast of West Sumatra and the Mentawai islands.
In accordance with the directives of the President of the Republic of Indonesia to the BNPB at East Asia Summit (KTT) in Bali in November 2011: “to hold joint exercises with the disaster management involving countries that are members of the East Asia Summit”. Therefore, BNPB held a series of exercises of Megatrust Mentawai Disaster Relief Exercise ( MMDIREX ) together with international partners conduct joint exercises. The series of exercises ranging from the Table Top Exercise ( TTX ), which was held in April 2013, followed by Command Post Exercise ( CPX ), Field Training Exercise ( FTX ) and Humanitarian Civil Society Action (HCA) in March 2014. The venue of the CPX, FTX, and HCA will be held in the city of Padang and the Mentawai District, West Sumatra province.
Meanwhile, the implementation of the CDC and the IPC is intended to enrich the basic concepts of CPX, FTX, and HCA. National Disaster Management Agency (BNPB) as the focal point of disaster management in Indonesia invites National and International partners to provide input in the most important activity of Mentawai megathrust DIREX 2014. The activities will involve International partners covering all of ASEAN member countries, eight NON-ASEAN EAS countries ( China , USA , Russia , Japan , Korea , India , Australia , New Zealand ) , as well as International Organizations such as the AHA Center , IFRC , UN , AIFDR / AUSAID , USAID , and JICA . In addition, other important points, among others:
First, to identify the problems that will be used as training material of CPX and FTX.
Secondly, the conference is intended to identify some activities to be performed in HCA activities in order to strengthen local capacity and meet the needs of local communities.
Third, the implementation of this conference is also a forum to collectively identify the areas that are suitable for the implementation of a CPX, FTX, and HCA.
And lastly, the conference is intended to make the perception among the International participants of the exercises and activities carried out during the implementation of the CPX, FTX, and HCA as a series of peaks Mentawai megathrust DIREX March 2014.
The opening ceremony of the conference was opened by the Governor of West Sumatra Iwan Prayitno place at Pangeran Beach Hotel, Padang, West Sumatra (26 / 08). The conference was attended by 10 delegates from 7 countries, 7 international organizations, and the Indonesian . Participants came from the Government of Indonesia province of West Sumatra , Mentawai regency government , Indonesian National Armed Forces , Indonesian National Police , as well as relevant ministries and institutions .
In the opening speech from the Chief of BNPB, which was read by Deputy of Emergency Management BNPB Tri Budiarto said that this exercise can serve as a tool to strengthen cooperation and partnership among stakeholders, such as the countries of the East Asia Summit, humanitarian organizations, government, private sector and the community, between civilian and military, and so on .
In connection with this conference, BNPB invites all participants to jointly explore lessons learned and recommendations from training and disaster relief operations that have been carried out previously in this area and identify the critical issues that can be a significant contribution to the existing mechanisms in order to improve emergency response in the region.
At the end of the speech, the Head of BNPB thanked for the commitment of all parties to actively engage in this conference. “I am also grateful to the participation of ministries and agencies, the Government of West Sumatra, Padang City Government, and the Mentawai District for supporting this event ,” said Syamsul Maarif .
