Alluding to the many citizens who do not want to be evacuated, there are some people who are in the red zone which still insist and not willing to be evacuated to refugee camps. Socialization of relocation should be implemented with either considering assessment conducted by the regency of Sikka and by NGOs in which need to consider three things: [1] Ease of access of livelihood, [2} the cultivation of areas/relocation sites and [3] related to the status of the land. “Do we moved in places that could not give a living” said Hendro Rokatenda imitating the evacuated residents demand.

DR. Syamsul Maarif, M.Si explained the importance of living in harmony with the disaster to reduce the loss of life, the distribution of power in delivering public policies also need to be considered in terms of local knowledge. “Sociological aspects that need to be done is the approach to the top leaders in the social group. Just as in Sikka, Musalaki for instance, the top leader in the area; if you want to change the paradigm of disaster vulnerability, the supreme leader should be influenced so that residents and those in surrounding will inevitably change and follow what their leader asked “he said.
